The existing radial 33kV submarine cable that supplies Kangaroo Island is nearing its design life expectancy of 30 years with significant consequences if the cable fails. A catastrophic cable failure will incur substantial cost to repair and run limited generation over a long period which will in turn impact on tourism, business, community and the economic development of Kangaroo Island.
SA Power Networks has published a Draft Project Assessment Report (DPAR) for Kangaroo Island to address the identified need on Kangaroo Island. The draft report summarises the evaluation of the non-network proposals received in response to the Non-Network Options Report (NNOR) in accordance with the Regulatory Investment Test – Distribution (RIT-D) to address the identified need; ie. a failure of the existing undersea cable.
The option analysis has identified the option that provides the highest net market benefit or lowest economic cost under all scenarios considered.
The DPAR has been released for public consultation and submissions are due on or before Wednesday, 14th December 2016.
SA Power Networks will consider all submissions received and plans to publish the Final Project Assessment Report (FPAR) by the end of December 2016.
