Matter under Consultation

AEMO has commenced the Procedure Change Process to propose amendments to the Undertaking the Long Term PASA Procedure, as a result of the Wholesale Electricity Market Amendment (RCM Reviews Sequencing) Rules 2025 (Amending Rules).

Schedule 1 of the Amending Rules introduced a new Flexible Capacity product in time for the 2025 Reserve Capacity Cycle, to incentivise capacity that can start, stop and ramp quickly. Among the changes, clause 4.5.10(aA) was amended to include Flexible Capacity and clause 4.5.10(bA) was inserted to facilitate the determination of the Flexible Reserve Capacity Target for each Capacity Year during the Long Term PASA Study Horizon.

AEMO has therefore proposed the following amendments to the Procedure to ensure consistency with the Amending Rules and that it outlines the processes AEMO follows in relation to Flexible Capacity when conducting the Long Term PASA.

AEMO has also proposed minor changes throughout the Procedure, including:

  • Minor amendments to improve clarity, correct typographical errors and include missing information.
  • Updates to the Table 1 definitions.
  • Updates throughout the Procedure to change WEM Rules to ESM Rules, and Wholesale Market Objectives to State Electricity Objective (SEO).

On 6 February 2025 the SEO replaced the Wholesale Market Objectives under section 3A of the Electricity Industry Act 2004. Following an assessment, AEMO considers the proposed changes are consistent with the SEO.

Invitation to Make Submissions

AEMO invites written submissions on this Procedure Change Proposal, including any alternative or additional proposals you consider may improve the procedure or better meet the SEO under section 3A of the Electricity Industry Act 2004.

Please identify any parts of your submission that you wish to remain confidential, and explain why. AEMO may still publish that information if it does not consider it to be confidential, but will consult with you before doing so.

When making a claim for confidentiality, AEMO encourages respondents to familiarise themselves with Chapter 10 of the Wholesale Electricity Market Rules, which imposes obligations in respect to the release of documents. 

Meetings

Before the closing date for submissions, you may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why you consider a meeting is necessary or desirable.

If appropriate, meetings may be held jointly with other stakeholders. Subject to confidentiality restrictions, AEMO will generally make details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Submissions in response to this Procedure Change Proposal should be sent by email to WA.Marketdevelopment@aemo.com.au, to reach AEMO by 5.00 pm (AWST) on 13 June 2025.

AEMO is not obliged to consider submissions received after the closing date and time. Any late submissions should explain the reason for delay and the detriment to you if AEMO does not consider your submission.

Publication

All submissions will be published on AEMO’s website. Confidential information will not be published, other than as specified above.
