IN003/20 Gas Life Support

AEMO has published its Notice of AEMO Decision on consultation IN003/20. AEMO has decided to approve the proposed changes to adopt aseXML schema version r38 in order to introduce the LifeSupportNotification and LifeSupportRequest transactions to gas retail market systems. The changes will have system impacts.

The date on which these changes will take effect will be published in a separate notice (Notice of Effective Date). AEMO proposes to issue that notice by the end of March 2021. The target effective date for these changes is Q4 (Oct-Dec) 2021.

IN003/20 – Impact and Implementation Report (IIR)

AEMO has published an impact and implementation report (IIR) that recommends a move for gas retail market systems to aseXML schema version r38 in order to introduce the LifeSupportNotification and LifeSupportRequest transactions to gas retail market systems. The proposed changes will have system impacts.

IN003/20 – Notice of Time Limit Extension

Date of notice: 5 March 2020

AEMO has published a Notice of Time Limit Extension that grants AEMO until 30 September to publish the IIR for IN003/20. 

This is because feedback to the PPC has raised questions of such complexity or difficulty that an extension of the time limit is justified under clause 135EG(b) of the NGR. Specifically, Origin Energy identified that the magnitude of costs resulting from the proposal would be high for their organisation, with low-to-no corresponding benefits. AEMO therefore requires additional information from participants to determine whether the change meets the National Gas Objective before it makes a recommendation to proceed or not proceed with the change in the IIR.

In line with this, AEMO has issued a supplementary questionnaire and an information paper along with this notice of time limit extension. Responses to this supplementary questionnaire are due by COB Tuesday 31 March 2020 and should be sent to grcf@aemo.com.au.

AEMO has published a proposed procedure change (PPC) to move gas retail market systems to aseXML schema version r38 and to introduce the LifeSupportNotification and LifeSupportRequest transactions to gas retail market systems. The proposed changes will have system impacts.

Submissions for this stage of consultation close at COB (AEDT) Friday 14 February 2020. Please send your submissions through the PPC response template to grcf@aemo.com.au.

Additionally, AEMO will hold a workshop on Thursday 6 February 2020 to discuss any questions that participants have about the changes proposed in the PPC. Participants should send through any questions for this workshop to grcf@aemo.com.au by COB (AEDT) Friday 31 January.
