The Australian Energy Market Operator (AEMO) is conducting a consultation to develop Generation Information Guidelines (the Guidelines).
The consultation is being conducted under clause 3.7F(e) of the National Electricity Rules (NER) and in accordance with the Rules Consultation Procedures in clause 8.9.
Background
The Australian Energy Market Commission (AEMC) made the National Electricity Amendment (Transparency of new projects) Rule 2019 No. 8 (the Final Rule) on 24 October, 2019. The AEMC consolidated rule changes from AEMO, Energy Networks Australia and the Australian Energy Council, related to the publication of generation information and access to confidential power-flow models by certain types of developers of generation assets.
Under new requirements introduced by the Final Rule, AEMO is required to develop, publish and maintain the Guidelines (NER 3.7F(e)). In summary, the Guidelines must include:
- The type of information to be included on AEMO’s Generation Information Page, including specific requirements under clause 3.7F(b) and any additional information specified by AEMO (cl 3.7F(c))
- The intervals for updating the Generation Information Page
- The manner, timing and format in which Key Connection Information is to be provided to AEMO by Transmission Network Service Providers (TNSPs)
- Guidance as to the evidence required by AEMO to be a Project Developer under cl 3.13.3AA.
Interim Generation Information Guidelines
Under clause 11.117.3(b), AEMO was required to develop Interim Guidelines. These Interim Guidelines were published on 5 December 2019 (see below).
The Interim Guidelines address the same issues as the Guidelines being developed under this consultation. Due to the recent publication of the Interim Guidelines, stakeholders have the opportunity to comment on specific proposed content at the first stage of the consultation process, rather than having to wait until Draft Guidelines are published.
The Interim Guidelines were developed without formal stakeholder consultation (as permitted under clause 11.117.3(c)). The Interim Guidelines will be replaced by the Guidelines developed under this consultation when published. Under NER clause 11.117.3(a), publication of the final Guidelines must occur by 31 July, 2020.
Draft Generation Information Guidelines
On 5 May, AEMO published Draft Generation Information Guidelines and an associated Discussion Paper. Submissions in response to these documents are invited by 10 June, 2020.

Final Generation Information Guidelines
On 23 July, AEMO published final Generation Information Guidelines. The Final Guidelines are unchanged from the Draft Guidelines.
