Notice of Consultation

Background

The Wholesale Electricity Market (WEM) Rules (Market Rules) require the Economic Regulation Authority (ERA) to determine values for Margin Peak and Margin Off Peak (Margin Values) for each financial year in accordance with the methodology set out in clause 3.13.3A(a) of the Market Rules.

The Margin Values are used in the settlement calculations as specified in the Market Rules to determine the amount AEMO is required to pay Synergy for Spinning Reserve Ancillary Services provided to the WEM.

Under clause 3.13.3A(a) of the Market Rules, AEMO must submit a proposal for these values to the ERA by 30 November each year for the following financial year.

AEMO has engaged Jacobs Group Pty Ltd (Jacobs), an independent consultant, to provide an independent assessment of the Margin Values for the 2017/18 financial year. Jacobs has prepared a draft Assumptions Report outlining the methodology and input assumptions proposed for the 2016 Review. The public version of this report, which excludes confidential Market Generator details, is now available.

AEMO also proposes to consult directly with selected Market Generators over the next two weeks, to refine the confidential input assumptions required for Scheduled Generators operating in the 2017/18 financial year.

Invitation for submissions

AEMO invites all sectors of the Western Australia energy industry to either:

  • make written submissions on this draft Assumptions Report; or
  • request a meeting to consult directly with AEMO and Jacobs during the submission period.
Call for submissions

AEMO invites interested stakeholders to make submissions on this draft Assumptions Report. The submission period is 10 Business Days from the publication date of this report. Submissions must be delivered to AEMO by 5:00 PM on Monday 10 October 2016.

Any submissions should:

  • clearly address any issues that interested parties consider relevant to this review; and
  • provide any supporting evidence or calculations (if appropriate).

Please note that AEMO is required by clause 10.5.1(q) of the Market Rules to make all submissions public. If confidential information is provided in a submission as supporting evidence, it must be clearly marked as confidential. Any confidential information will be excluded when the submission is made public.

Requests for direct consultation with AEMO and Jacobs Interested parties wishing to consult directly with AEMO and Jacobs on this draft Assumptions Report must contact AEMO by email (wa.operations@aemo.com.au) by 5:00 PM on Friday 30 September 2016 to arrange an appropriate meeting time during the submission period.
