Wholesale Electricity Market Rules – Clause 2.10

Matter under Consultation

AEMO commenced the Procedure Change Process to implement the new Procedure as a result of the Wholesale Electricity Market Amendment (WEM) (Reserve Capacity Reform) Rules 2023 (Amending Rules), gazetted on 12 December 2023. 

The amending rules include the ability for persons to notify AEMO of new Energy Producing System and Demand Side Programme capacity they intend to make available as Flexible Capacity. Clause 4.10.1A(e) of the WEM Rules, which is the head of power for this new procedure, sets out the processes AEMO is required to follow to determine, consult with Market Participants and publish the Minimum Eligibility Requirements for receiving Flexible Capacity.

This new WEM Procedure fulfils AEMO’s requirements under clause 4.10.1A(e) of the WEM Rules. 

Invitation to Make Submissions

AEMO invited written submissions on the Procedure Change Proposal, including any alternative or additional proposals to improve the procedure or better meet the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the WEM Rules).

Respondents were asked to identify any parts of their submissions that they wished to remain confidential, and explain why. AEMO noted that it, following consultation with a respondent, may still publish that information if it does not consider it to be confidential.

Meetings

Before the closing date for submissions, stakeholders were advised that they may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why they considered a meeting was necessary or desirable.

AEMO generally makes details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Closing Date and Time

Stakeholders were advised that submissions in response to this Procedure Change Proposal were to be sent by email to   WA.Marketdevelopment@aemo.com.au,  to reach AEMO by 5.00 pm (AWST) on 4 December 2024.

All submissions were required to be in electronic format (pdf or Microsoft Word). Submissions were encouraged to use the Procedure Change Submission form available on this page.

AEMO was not obliged to consider submissions received after the closing date and time. Any late submissions were required to explain the reason for delay and the detriment to the respondent if AEMO does not consider the submission.

 

Publication

All submissions are published on AEMO’s website. Confidential information is not published, other than as specified above.
