Wholesale Electricity Market Rules – Clause 2.10

Matter under Consultation

AEMO commenced the Procedure Change Process to implement the new Procedure as a result of the Wholesale Electricity Market Amendment (Tranches 2 and 3 Amendments) Rules 2020, Schedule C which included the replacement of section 3.19 on Outage Intention Plans.

The WEM Procedure: Outage Intention Plans provides clarity to Rule Participants and Network Operators of how an Outage Intention Plan can be submitted to AEMO, what information will be included in the Interim and Final Annual Consolidated Outage Intention Plans, and explains how revisions, resubmissions and withdrawals of Outage Intention Plans can be made.

Outage Intention Plans assist AEMO in managing generation capacity to determine how much capacity is available to maintain system security. This better achieves the Wholesale Market Objective of promoting economically efficient, safe and reliable production and supply of electricity in the South West Interconnected System.

This new WEM Procedure fulfils AEMO’s requirements under clause 3.19.11 of the WEM Rules.

Notice of Extension to the closing date for submissions on the Procedure Change Proposal

The closing date for submissions on the Outage Intention Plans Procedure Change Proposal has been extended to 17 January 2025 in accordance with clause 2.10.17(b) of the WEM Rules.

This procedure opened for consultation on 21 November 2024 and the consultation process was scheduled to close on 19 December 2024.

AEMO has decided to extend consultation in recognition that some members of the AEMO Procedure Change Working Group (APCWG) did not receive the initial notification email on 22 November 2024, which was mistakenly sent to a related mailing group. The proposed WEM Procedure: Outage Intention Plans is scheduled to commence on Monday 20 January 2025.

Invitation to Make Submissions

 AEMO invited written submissions on the Procedure Change Proposal, including any alternative or additional proposals to improve the procedure or better meet the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the WEM Rules).

Respondents were asked to identify any parts of their submissions that they wished to remain confidential, and explain why. AEMO noted that it, following consultation with a respondent, may still publish that information if it does not consider it to be confidential.

When making a claim for confidentiality, AEMO encouraged respondents to familiarise themselves with Chapter 10 of the Wholesale Electricity Market Rules, which imposes obligations in respect to the release of documents.

Meetings

Before the closing date for submissions, stakeholders were advised that they may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why they considered a meeting was necessary or desirable.

AEMO generally makes details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Closing Date and Time

Stakeholders were advised that submissions in response to this Procedure Change Proposal were to be sent by email to WA.Marketdevelopment@aemo.com.au, to reach AEMO by 5.00 pm (AWST) on 17 January 2024.

All submissions must be in electronic format (pdf or Microsoft Word). Submissions should use the Procedure Change Submission form available on this page.

AEMO was not obliged to consider submissions received after the closing date and time. Any late submissions were required to explain the reason for delay and the detriment to the respondent if AEMO does not consider the submission.

Publication

All submissions are published on AEMO’s website. Confidential information is not published, other than as specified above.
