Wholesale Electricity Market Rules – Clause 2.10

Matter under Consultation

AEMO has commenced the Procedure Change Process to refine the drafting of the WEM Procedure for Dispatch Settlement and Monitoring Data which commenced on 1 October 2023.

Minor improvements to the WEM Procedure provide a clearer description of the procedure to be followed by Rule Participants providing settlement and monitoring data and clarify the description of methods, processes, and information AEMO will use to determine estimates to support the Relevant Level Method.

These changes better achieve the WEM Objective of promoting economically efficient electricity related services in the South West interconnected system (clause 1.2.1(a) of the WEM Rules). 

Notice of Extension to the closing date for submissions on the Procedure Change Proposal

The closing date for submissions on the Dispatch Settlement and Monitoring Data Procedure Change Proposal has been extended to 5 March 2025 in accordance with clause 2.10.17(b) of the WEM Rules. 

This procedure opened for consultation on 22 January 2025 and the consultation process was scheduled to close on 20 February 2025.  

AEMO has decided to extend consultation in recognition that some members of the AEMO Procedure Change Working Group (APCWG) did not receive the initial notification email on 22 January 2025, which was mistakenly sent to a related mailing group. The proposed WEM Procedure: Dispatch Settlement and Monitoring Data is scheduled to commence on Monday 12 March 2025.

Invitation to Make Submissions

AEMO invites written submissions on this Procedure Change Proposal, including any alternative or additional proposals you consider may improve the procedure or better meet the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the WEM Rules).

Please identify any parts of your submission that you wish to remain confidential, and explain why. AEMO may still publish that information if it does not consider it to be confidential, but will consult with you before doing so.

When making a claim for confidentiality, AEMO encourages respondents to familiarise themselves with Chapter 10 of the Wholesale Electricity Market Rules, which imposes obligations in respect to the release of documents

Meetings

Before the closing date for submissions, you may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why you consider a meeting is necessary or desirable.

If appropriate, meetings may be held jointly with other stakeholders. Subject to confidentiality restrictions, AEMO will generally make details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Closing Date and Time

Submissions in response to this Procedure Change Proposal should be sent by email to WA.Marketdevelopment@aemo.com.auto reach AEMO by 5.00 pm (AWST) on 5 March 2025.

All submissions must be in electronic format (pdf or Microsoft Word). Submissions should use the Procedure Change Submission form available on https://aemo.com.au/energy-systems/electricity/wholesale-electricity-market-wem/procedures-policies-and-guides/procedures/procedure-changes-process

AEMO is not obliged to consider submissions received after the closing date and time. Any late submissions should explain the reason for delay and the detriment to you if AEMO does not consider your submission.

Publication

All submissions will be published on AEMO’s website. Confidential information will not be published, other than as specified above.
