This message provides advice that Endeavour Energy has issued a Consultation Paper for a “New Large Network Asset” in accordance with old Clause 5.6.2 of the National Electricity Rules. This project was nominated to be evaluated under the old Regulatory Test as part of transitional arrangements to the new rules relating to the Network Connection, Planning and Expansion framework.
The Paper contains a recommendation to carry out augmentation of Homepride and Liverpool Zone Substations. The first stage will involve extension of the 11kV switchboard, development of one new feeder at Homepride Zone Substation and augmentation of nine 11kV CBD feeders from both Homepride and Liverpool Zone Substations. The second stage will include the extension of the 11kV switchboard at Liverpool Zone Substation, uprating of the 11kV transformer cables and the development of two new 11kV CBD feeders and additional feeder works.
The total capital outlay for the project is $16.3 million.
Several options to address the identified network constraints have been investigated and it was determined that Demand Management and Local Generation would not be able to adequately address the constraints identified.
Two feasible build options have been considered in the Report. This proposal is the augmentation of the 11kV distribution boards and development of additional feeders from Homepride and Liverpool Zone Substations.
An evaluation of the cost of feasible options has identified that this option satisfies the Regulatory Test and is the preferred option.
Submissions from Rules Participants and interested parties on the Consultation Paper are requested by the closing date of Friday, 27 February 2015.
