This document details AEMO’s preferred approach for meeting the model and data requirements in the National Electricity Rules (Rules) for generating systems with a combined nameplate rating of less than 30 MW. AEMO anticipates that a common and clear understanding of the requirements by market participants and parties intending to connect to the network will increase the efficiency of the connection process.

The need for clarifying these requirements, and hence this document, is driven by the National Electricity Rules being unclear in relation to the specific requirements for generating systems of less than 30 MW. However, models and data for these plants are required for a number of reasons:

1. While the Rules contemplate lesser requirements for smaller generating systems in certain areas covered by the Rules, the requirements relating to assessment of access standards for connection applications are the same as for larger generating systems

2. More generating systems are being embedded into distribution networks. In some cases, these generating systems significantly exceed the local load for which the network was designed. Connections to these weaker networks make the need to model these plants more critical

3. There have been several cases of generating systems connecting into distribution networks close to each other, making the need for modelling more important to assess potential interactions
