Matters under consultation
AEMO is consulting a second time with industry on proposed changes to the SO_OP_3705 Dispatch procedure (Dynamic ADC) document to implement the relevant aggregated dispatch conformance arrangements (ADC) in accordance with clause 11.145.16 of the National Electricity Rules (NER), under the National Electricity Amendment (Integrated energy storage systems into the NEM) Rule 2021 No. 13 (IESS Rule).
The Dispatch procedure will be in effect from 9 August 2023 to align with the Fast Frequency Response (FFR) project registration process and provision of bids in advance of the rule commencement. This timing will allow implementation efficiencies for AEMO and participants.

New Participant Message
The Dispatch Procedure has been edited to include a change to Participant message at individual DUID level for SUSPENDED status. This will impact Participants who filter notifications by the text string instead of Status

The Dispatch Procedure has been edited to include a change to Participant message at individual DUID level for SUSPENDED status. This will impact Participants who filter notifications by the text string instead of Status.
Changes highlighted in yellow in the Procedure, include:

Including the words “or part of a generating system” to the definition of Aggregate or Aggregate System,

Removing the words “located behind a connection point” from the definition of Aggregate or Aggregate System to clarify that under the NER a generating system is behind a connection point, and

Confirming that Aggregate Dispatch Group is known as “ADG_ID” in AEMO’s market systems.

For the Dispatch Conformance report, also added Participant messages at the ADG level for each status.

In summary, to implement the Dynamic ADC approach, the Procedure now has a:

Change to the definition of the Target Aggregate type.

Introduction of a new Mixed Aggregate type.

Changes to the participation in, and assessment of, ADC for a Mixed Aggregate.

Changes to how dispatch instructions are issued via AEMO’s AGC.

Changes to when resource level compliance (RLC) is required, to include intervals where any FCAS regulation is enabled for a unit within a Cap Aggregate or Mixed Aggregate.

Consequential changes to dispatch instructions and AEMO’s dispatch conformance monitoring.
