Transgrid has published the Project Specification Consultation Report (PSCR) for Maintaining compliance with performance standards applicable to Wallerawang substation secondary systems. Publication of this PSCR represents the first step in the RIT-T process.

The Wallerawang 330 kV substation is a part of Transgrid’s 330 kV network connecting Mount Piper to Sydney South as well as supplying Wallerawang 132 kV substation, an Endeavour Energy Bulk Supply Point (BSP) Wallerawang 330 kV substation will remain part of the 330 kV backbone of NSW into the foreseeable future. 

Secondary systems assets at Wallerawang substation are facing technological obsolescence, increasing the time to rectify defects and increasing the risk that primary assets at the substation may not be able to reliably operate. This is significant as secondary systems are used to control, monitor, protect and provide communication to facilitate safe and reliable network operation. They are necessary to ensure the secure operation of the transmission network and prevent damage to primary assets when adverse events occur.

The purpose of this PSCR is to examine and consult on options to address the risk of secondary systems failure as a result of technological obsolescence at Wallerawang substation. The proposed investment will enable us to continue to meet the standards for secondary systems availability set out in the NER, and to avoid the impacts of taking primary assets out of service. Consequently, it is considered a reliability corrective action under the RIT-T.

Two credible network options have been identified that meet the underlying need from a technical, commercial, and project delivery perspective. Option 1 involves the replacement of individual assets and has a capital cost of $10.67 million ($2022-23). Option 2 focuses on a complete in-situ replacement and has a capital cost of $11.42 million ($2022-23). Option 2 has been identified as the preferred option that maximises net benefits to participants in the National Electricity Market (NEM).
