AEMO Determination

Following the closing date for NCESS Submissions, AEMO has concluded its determination in accordance with clause 3.11B.9 of the WEM Rules.

AEMO has excluded all NCESS Submissions in accordance with clause 3.11B.10(a) of the WEM Rules as all submissions were non-compliant with the NCESS Service Specification.

AEMO will continue to monitor the operational impacts of the trigger conditions which initiated the NCESS procurement process and will provide any updates to industry through the WA Electricity Consultative Forum (WAECF).

The Australian Energy Market Operator (AEMO) considers there is a material risk that AEMO will be unable to operate the power system securely under certain operating conditions, such that, in the event of a contingency, involuntary loadshedding may occur. This risk is emerging due to increased penetration of Distributed Photovoltaics (DPV), which contribute significantly to contingency sizes where tripping in consequence of credible contingencies involving network or generator faults occurs.

AEMO in consultation with the Coordinator of Energy has determined to progress the procurement of an FFR service through an NCESS procurement process.

Call for NCESS Submissions

AEMO is seeking capable providers of FFR seeking to procure up to 100 MW of compliant FFR in the South West Interconnected System. The service is to be provided no earlier than 1st October 2022 and no later than 1 February 2023, and is to conclude by 30 September 2023. AEMO may procure this service from one or more providers, following evaluation of the submissions in accordance with NCESS Service Specification (FFR).

It is requested that respondents complete and submit the NCESS Submissions Form (FFR) and include with their submission as part of the NCESS Submission.

Submissions must be made through the Vendorpanel system by 5:00pm AWST on Monday, 12 September 2022.
