Publishing actual intermittent generators (SCADA) availability data

Background

AEMO has received feedback from multiple participants and interested parties to publish the actual plant availability data as measured via SCADA. Publishing the actual plant availability data provides market transparency into the outage rate of intermittent generators and complements the existing published plant availability data that is submitted by participants for PD/STPASA. Furthermore, publishing this data enables participants to get an indication of the input data used to produce the AWEFS/ASEFS dispatch UIGF.

In late 2020, AEMO sought feedback from participants in the Intermittent Generator Forum on the level of support in publishing actual plant availability data. Following the forum, AEMO received support of this initiative and began scoping the necessary changes to publish the data. Further below provides the timeline of the initiative and the steps required.

Design and Operation

The actual plant availability data includes publishing the following signals and their associated quality flag (where available) on a dispatch interval (DI) basis for each intermittent generator.

  • SCADA Local Limit (LOCL): For both wind and solar farms.

  • SCADA Elements Available (ELAV):

  • Total # turbines available for wind farms.

  • Total # inverters available for solar farms.

Note, some intermittent generators do not have Local Limit and/or Turbines/Inverters Available SCADA signals available hence, these will be missing from the data set.

The data is to be published privately to the EMMS Data Model on the current day, and published publicly next-day to both the EMMS Data Model and NEMWeb. For more information on the data and format, please see the INTERMITTENT_GEN_SCADA table in the current MMS Data Model.
