2023 Reserve Capacity Cycle timetable

Clause 4.1.1C of the WEM Rules allows AEMO to modify aspects of a Reserve Capacity Cycle timetable.

On 13 April 2023, AEMO notified Market Participants of proposed deferred dates to the 2023 Reserve Capacity Cycle timetable with respect to the 2023 WEM Electricity Statement of Opportunities (ESOO) publication date and subsequent RC activities to:

1. fully consider the changes in the draft demand forecasts and methodology changes compared to the 2022 WEM ESOO forecasts, and the associated reasons, including in the context of the accelerating energy transition in the South West Interconnected System.

2. communicate and engage with stakeholders on these changes.

3. incorporate stakeholder feedback into the 2023 WEM ESOO (where practicable). AEMO would like to take the opportunity to thank Market Participants for their submissions to the proposed deferral of the 2023 Reserve Capacity timetable. Overall, the responses were supportive of the proposed deferral.

In December 2020, the Minister for Energy amended the Wholesale Electricity Market Rules (WEM Rules) to defer key events for the 2021 and 2022 Reserve Capacity Cycles. These deferrals were made to provide sufficient time for AEMO and Market Participants to implement changes to the RCM, as published in the Wholesale Electricity Market Amendment (Tranches 2 and 3 Amendments) Rules 2020.

The 2022 Reserve Capacity Cycle timetable was further extended in February 2022. Please refer to the consultation paper for information and Reserve Capacity Cycle timetable for the updated 2022 Reserve Capacity Cycle timetable.

On 27 June 2018, the Minister for Energy implemented a Rule Change to extend all remaining dates in the 2018 Reserve Capacity Cycle. This Rule Change has been executed under the Minister for Energy’s temporary Rule Change powers under the Electricity Industry (Wholesale Electricity Market) Regulation 2004. 2016 and 2017 Reserve Capacity Cycle timetable Rule Change

On 29 June 2017, the Minister for Energy implemented a Rule Change to extend all remaining dates in the 2016 and 2017 Reserve Capacity Cycles. This Rule Change has been executed under the Minister for Energy’s temporary Rule Change powers under the Electricity Industry (Wholesale Electricity Market) Regulation 2004. AEMO has completed the assignment of Capacity Credits for the 2016 Reserve Capacity Cycle. The assignment of Capacity Credits for the 2017 Reserve Capacity Cycle is to be completed on 23 March 2018.
