Amendments to Victorian Declared Wholesale Gas Market and Retail Market -1 May 2024 release

AEMO is undertaking a consultation on the Declared Wholesale Gas Markets (DWGM) Wholesale Market Procedures and the Retail Market Procedures (RMP) (Victoria) required as a result of:

• The AEMC’s rule changes for Declared Wholesale Gas Market (DWGM) distribution connected facilities. Click AEMC consultation webpage link;

• The AEMC’s rule changes for extending the regulatory frameworks to include hydrogen and renewable gases, click AEMC consultation webpage link;

• The Victorian Minister requested that Procedures be amended to implement zonal heating values (ZHV) for all Victorian consumers to ensure customers participating in gas blending projects, including the HyP Murray Valley project, are not disadvantaged. Click Minister’s letter link.
• The Victorian Essential Service Commission’s review of the Gas Distribution System Code of Practice. The ESC’s consultation paper on the code changes is available at this link: Reviewing the Gas Distribution System Code of Practice:
    - The amendment to the Code will require consequential changes to the Wholesale Market Distribution UAFG Procedure.
    - Minor amendments identified by AEMO to add further clarity to some terms used within the Retail Market Procedures.
  
  

AEMO consultations papers are broken down into the following packages:

• DWGM wholesale market procedure changes to accommodate the AEMC rule changes, the Minsters request to introduce ZHV and the ESC code changes.
• Retail market changes related to the Minsters request to introduce ZHV (This is initiative IN007-22 and is part of the 2023 Package 3A prioritised program of work).
• Retail market changes related to the Victorian Hydrogen integration includes DCF and AEMC Victorian hydrogen review changes (This includes IN007-21 initiative plus others and is part of the 2023 Package 3B prioritised program of work).

AEMO is required to complete the Wholesale Market Procedure change, at latest, by 1 February 2024 for a 1 May 2024 effective date.
