Managing outages that create a credible risk of SA islanding

AEMO ELECTRICITY MARKET NOTICE

From 9th Oct 2024 AEMO will change constraints used during outages that create a credible risk of SA islanding.

From this date AEMO will:

1) Increase the maximum allowable flow on the V-SA interconnector from 50 MW to 250 MW in the VIC to SA direction, where the transmission outages is a planned outage.

2) Operate the SA region to the default 49-51 Hz target frequency containment band following a contingency event resulting in actual SA islanding. In order to meet this requirement, AEMO may now procure Contingency Raise FCAS locally from the SA region during these outages.

These changes reflect updated advice received by AEMO from the SA Jurisdictional System Security Coordinator.

The first network outage affected by this change is planned for 14th October 2024.

A planned outage of Bannaby -Sydney West 39 330 kV line in the NSW region was scheduled from 0700 hrs 16/09/2024 to 1600 hrs 11/10/2024.

The outage has been completed and Bannaby -Sydney West 39 330 kV line returned to service at 0920 hrs 03/10/2024

Heywood testing (SA to Vic) 30th September 2024

AEMO ELECTRICITY MARKET NOTICE

There is an opportunity for testing Heywood Interconnector (HIC) flow from South Australia to Victoria above 450MW and Victoria to South Australia above 450MW on 30th September from 9:00hrs to 17:00hrs

This test includes a trip and reclose of a line in South Australia.

Refer to AEMO Electricity Market Notice 118320 ,118321, 118322

At 1340 hrs 19/09/2024 the Gordon - Chapel St No 1 220 kV line and the Gordon - Chapel St No 2 220 kV line tripped.
The cause of the trip was identified as due to Lightning.

In accordance with SO_OP_3715, AEMO now considers the Gordon - Chapel St No 1 220 kV line and the Gordon - Chapel St No 2 220 kV line to be vulnerable with a category of Vulnerability due to Lightning.

Update to system normal constraint equation in NSW for transient voltage stability in south-west NSW

AEMO ELECTRICITY MARKET NOTICE

Refer to market notice 92840.

Transgrid has advised AEMO of an update to the transient voltage stability limit in south-west NSW for loss of Darlington Point to Wagga (63) 330 kV line. The limit will include terms for the Darlington Point and Riverina BESS.

The following constraint equation will be updated with the above changes at 1100 hrs Friday 20th September 2024.

Planned outage of Tailem Bend - South East 275 kV transmission line in the South Australia region beginning on 20/09/2024

AEMO ELECTRICITY MARKET NOTICE

The Tailem Bend - South East No 1 275 kV line in the South Australian (SA) region is planned to be out of service from 2100 hrs on 20/09/2024 to 0530 hrs on 21/09/2024.

A credible contingency event during this planned outage could cause synchronous separation of the SA region from the rest of the NEM.

During this planned outage:
- Power transfer will be restricted across the VIC - SA interconnector (Heywood interconnector); and
- Post contingent FCAS will be sourced within SA following Separation event.
