AEMO estimates that, in the absence of sufficient market response by 1430 hrs 15/04/2024, AEMO may need to intervene by issuing a direction requiring one or more SA synchronous generating unit(s) to operate or remain synchronised to maintain power system security in SA.

This weeks MT PASA has been updated to be consistent with the Generation Information published on 16 April 2024. This includes the application of default delays to all projects as per AEMOs methodology.
AEMO declares low reserve conditions in accordance with clause 4.8.4 of the National Electricity Rules for the following region(s) and periods:
-- November 2025 - March 2026 in New South Wales when forecast demand exceeds supply under some circumstances.
Please note that MTPASA informs the market of potential reliability issues to allow the market to respond in the first instance, potentially avoiding the need for any AEMO intervention.

Background
As part of a broader process of implementing the reliability standard, AEMO runs the Medium Term Projected Assessment of System Adequacy (MTPASA) process weekly to forecast expected unserved energy levels over a two year period. If the expected annual unserved energy exceeds the maximum level specified by the Reliability Standard, a Low Reserve Condition is identified.

In accordance with section 116 of the National Electricity Law, AEMO has issued a direction to a participant in the SA region. For the purposes of the National Electricity Rules this is a direction under clause 4.8.9(a).
The direction was necessary to maintain the power system in a secure operating state.
AEMO may issue or revoke additional directions in order to meet the current requirement, unless sufficient market response is provided. A further market notice will be issued when all directions related to this requirement have been cancelled.
The issue of the direction commences an AEMO intervention event. AEMO declares all trading intervals during the event to be intervention trading intervals, commencing from the interval ending 1435 hrs on 15/04/2024.
Intervention pricing does not apply to this AEMO intervention event.

The change will impact participants logging into the web portal for MSATS, OPDMS, NOS and EMMS Production environments.
AEMO recommends users who need to use these AEMO services, login prior to the start of the outage and remain logged in.
The URM DB will be placed into maintenance mode from 11:15 to 16:30 AEST, users can can login in and authenticate but cannot modify credentials or create new logins.
A URM OUTAGE will occur between 16:30:00 - 17:00:00 AEST. During this time users will not be able to have create a new login sessions into TMM, OPDMS, NOS or EMMS WebPortal. Users who are already logged in will not be impacted.
An MSATS outage will occur from 10:00:00 - 20:00:00 AEST.
Participants should be aware that:
o MSATS, Meter data processing, RM reports, B2B, B2M screen, NMI Discovery, CDR, CDP will not be available
o Participant passwords will be retained.
o Users that log out and users that try to log in once the URM outage has commenced will only be able to log in after URM outage is complete. Users that are already logged in before the outage will not be impacted.
o Plain English constraints will not be available during the URM outage timeframe via the EMMS web portal.
o The redirection menu will be unavailable i.e. - https://menu.prod.nemnet.net.au.
