Rule participant classes – Registration requirements and exemption criteria

The WEM Rules outline the Rule Participant classes in the Wholesale Electricity Market. The following table summarises these classes and the corresponding registration requirements or when a determination or exemption can be applied for.

Legal entity that:

Registration requirements, determination or exemption registration can be applied for

[WR = clause of WEM Rules]

Owns, controls, or operates a transmission or distribution network and is electrically connected to the South West Interconnected System:

Must register as a Network Operator (under WR  2.28.2) or must apply for a determination to be excluded from registration.

To be excluded from registering as a Network Operator you must:

  1. Apply to AEMO for it to determine it does not require information about this network to ensure Power System Security and Power System Reliability (under MR 2.28.3(a)), and
  2. Ensure there are there are no other Market Participant facilities connected to this network.

Please note a legal entity who intends to own, control, or operate a network may also register as a Network Operator.

Owns, controls, or operates a Facility containing an Energy Producing System with a System Size that equals or exceeds 10 MW and is electrically connected to a network in the SWIS:

Must register as a Market Participant (under WR 2.28.6) or must apply to be exempted from being registered as a Market Participant (under WR 2.28.16).

Must register the Energy Producing System in a Facility Class or must apply for the Facility to be exempted from Facility Registration under clause  2.29.4M of the WEM Rules.

More information on applications for exemptions is on this website. To apply for exemption applicants should contact the Energy Market Management team at wa.operations@aemo.com.au and provide a letter with supporting information.

Please note a legal entity who intends to own, control, or operate such an Energy Producing System may also register as a Market Participant.

Owns, controls, or operates a Facility containing an Energy Producing System with a System Size of less than 10 MW, but which equals or exceeds 5 MW and is connected to a network in the SWIS:

Must register as a Market Participant (under WR 2.28.7) or must apply for exemption from registering as a Market Participant (under WR 2.28.7(b)).

To apply for an exemption applicants should contact the Energy Market Management team at wa.operations@aemo.com.au and make a written application via a letter with supporting information.

Please note a legal entity who intends to own, control, or operate such an Energy Producing System may also register as a Market Participant.

A legal entity who intends or currently owns, controls or operates an Energy Producing System with a System Size that is less than 5 MW and is connected to a network in the SWIS:

Has the option to register as a Market Participant but it is not compulsory.

Please note the legal entity is automatically exempted from registering as a Market Participant and does not need to apply for exemption as a Market Participant from AEMO.

Sells electricity to Contestable Customers in the SWIS:

Must register as a Market Participant (under WR 2.28.10) or must apply to AEMO to be exempted to register as a Market Participant (under WR 2.28.16).

Please note a legal entity who intends to sell electricity to consumers may also register as a Market Participant.

Sells or purchases electricity or provides another electricity related service under these WEM Rules to or from AEMO:

Must register as a Market Participant (under WR 2.28.13) or must apply to AEMO to be exempted from requirement to register (under WR 2.28.16).

Please note a legal entity who intends to sell or purchase electricity or provides another electricity-related service under these WEM Rules may also register.

AEMO:

Is automatically registered in the Rule Participant Class of AEMO.
